For 23k rank ece in main campus is difficult ,but you can try in other braches of manipal.
Manipal doesn't have any thing like payment seat.
You have to go through muoet only.
MIT Manipal is the best among the Manipal group of institutions. It is one of the most oldest and reputed private college of the country.
Manipal councelling will start from 28 may to 6 june it will be round 1 councelling and will be offline and round 2 to 5 will be online councelling
It will be really difficult for you to get admission in CSE in main manipal campus. Cut off rank for cse in main manipal goes around 3000. But you can get admission for cse in jaipur campus. Jaipur campus is good for cse and IT branch. But try your best till the last round of counseling to get cse there. If not then jaipur campus is also a nice one to take cse.
Based on your MUOET rank the chances are less to get IT in Manipal Jaipur but you can have the chance for Sikkim Manipal Institute of Technology.

Hey dear yes there are provisions for getting through management quota seats but as per your rank you can try different campus of Manipal say like Bhopal campus maybe you can definitely get there
