It will be really difficult for you to get admission in CSE in main manipal campus. Cut off rank for cse in main manipal goes around 3000. But you can get admission for cse in jaipur campus. Jaipur campus is good for cse and IT branch. But try your best
Based on your MUOET rank the chances are less to get IT in Manipal Jaipur but you can have the chance for Sikkim Manipal Institute of Technology.

Hey dear yes there are provisions for getting through management quota seats but as per your rank you can try different campus of Manipal say like Bhopal campus maybe you can definitely get there
