With 23000 rank in JEE Mains you might be able to get Computer Science and Engineering in following colleges:

The closing rank for ECE at Manipal University after 5th round were 5560 for 2018 and 4079 for the year 2017.

Based on previous year cutoffs, I think you may not get ECE at Manipal with 8857 rank.

However, you may get Civil, Aeronautical and many other branches.

You wont be getting CSE/IT at Manipal Institute, Manipal Campus. However, you have chances of getting CSE/IT at Sikkim Campus. Cutoffs vary every year. This information is solely based on the cutoff trends in previous years.
