my ST category rank is 3067 from telangana, can I get metallurgical engineer in NIT Jaipur or NIT Bhopal?
As you are saying that your ST category Rank is 3067 there are less chances of getting it Because you are Belonging from Other State Quota.
But one of my friend getting Metallurgical Branch in MANIT Bhopal in 2018 having more than 3200+ rank but he is getting this branch becuase he is belonging from the home state quota.
Instead Of MANIT OR MNIT you can get easily metallurgical/Biomedical engineering at NIT RAIPUR.
But fill out the option correctly so that you can get better college

Yes ofcourse you just need to maintain a cgpa and an year end sgpa above the cutoff to be able to change your branch. youll have to score good enough to make yourself come into the list of the top 3-4 students of your respective branch to be eligible to change your current branch
Despite of all these points, sometimes it gets difficult to change the branch as the number of the students scoring more than 9.0 CPI are more and sometimes it is also expected that the branch in which you are seeking to move in, have no seats remaining.
It's difficult but it's still possible

The data you are talking about is based on the cutoffs from previous years' data. And these cutoffs vary every year depending on the percentile.
