Not looking at the issue with course point of view, each of the college has it's own reputation, pros and cons. If you choose to study a core branch, IITs are preferable because most of the core companies recruit students there and all the recruitments would likely get filled by IITians, NITians. The value of the student who has done graduation in an IIT would be high. The fee structure is much student friendly in IITs/government colleges. IITs have high quality of competition than BITS. But, BITS follow zero attendance policy which would be easy for passion oriented students who are willing to work for startups, etc. although IIT has few courses which doesn't require students to satisfy attendance criteria. Nevertheless, each of the colleges have breathtaking campuses, good clubs, great facilities.

The seat upgradation process works differently, it checks your eligibility and vacancy of seats in the colleges you mentioned above your alloted college if no such seat is found it does not go down but it again allot the same seat to the students. This process continues whenever you apply for upgradation. You sit on the ather rounds and go for re choice filling through which you can change your preference list.
The placements in the metallurgical engineering branch in NIT Rourkela are pretty decent. The average package for the metallurgical engineering branch is around 6lpa where about 80 to 85 percent students get placed. A number of students also opt out of placements to prepare for other exams and to pursue further education. hope this helps.

Both of these are good colleges. What you need to keep in mind is going for a branch that interests you more. Since you want to go for UPSC after this you must select the branch carefully.
EEE is generally considered to be tougher than Metallurgical Engineering. But on the other hand staying in Hyderabad would benefit you more for your preparation for the examination.
So you must choose the college keeping in mind these two things.

The Metallurgical department is great in NIT Warangal, The established professors make the students feel good about the subject and the faculties recruited at present are good. But in case of Placement records, it is a little downrated but it provides a great base for students interested in research and you can make quite a money with patents later.

This is because of the fact that you are eligible to get this seat only, that is why you are not getting any upgrade and getting the same seat every time. If you are not happy with the seat then you should continue the counseling and if in the end, you didn't get the college and branch of your interest then I suggest you should take a drop and prepare again. Do not choose any branch in which you are not interested as it is a decision for a lifetime.

First of all I want to clarify that CGPA is not a criteria to judge the students for placement. CGPA will just help you to be shortlisted for top companies . Later your IQ will can help you to get qualify HR round and others round.
But if you take your subjects seriously and if your basics of branch is clear then you will get definitely placed in good companies with higher package .

Last year 60 to 65% people were placed in the companies like, Reliance, JSW, Hindalco. But nothing can be said about the package offered by these companies to the metallurgical students. Focus on your present to make the future better, so just keep on studying and I am sure your package will be satisfactory.
