According to your question and taking into consideration your rank in jee main,so there is nothing called like home state rank, you have to take admission in nit Durgapur through josaa counselling and if your home state is west bengal then you will be applicable for home state quota.
Now coming to your rank, it is very neck to neck kind of crl. Its not on safer side as the cut off for last year was closed by 43-44k so maybe you have to wait till csab rounds to get metallurgy there.
