You should apply for counseling. Though the cutoff score for general candidates is 105 (approximately), but you should at least give it a chance. If seats remain vacant in any of the private colleges you can get a chance. So you should not loose hope as of now.
Even if you don't get through, you can study hard for the next time to get a good government college.

With the rank you're mentioning I'm afraid she doesn't have a chance in any colleges in West Bengal through Jenpauh because the total number of seats available in different government and private colleges combined for all the courses together is approximately 1000. Moreover if she's planning to study BSc Nursing then it would be very difficult as there's a huge competition for that. But she can definitely try next year to get a good government college.
With your rank you have very less chances of getting any college in West Bengal through Jenpauh as there are approximately 1000 seats in various government and private colleges combined with 45% seats reserved for OBC, SC and ST candidates. So it's difficult to get any college even in the subsequent rounds of counseling.
