No it is impossible you can't even get any of nits in India as there is 10 percent reservation very less seats are for ews category 

For admission in B.E mining engineering you need to take admission in a college which offers this programme.For that you would need only to appear for JEE not GATE .GATE exam is for graduates not undergraduates. So you will need to give JEE .All the best.
