This is a bit difficult to predict the marks/percentile/rank required in JEE mains to get a seat in nit/iiit as cut off keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the jee main examination , number of seats available for the branch you want etc.

In round 6 of josaa counselling 2020 , the obc category closing rank for gender neutral provided below :-
NIT ALLAHABAD under home state
Computer science :- 1675 obc rank , when translated into marks , it is roughly around 180 marks
IT :- 2375 obc rank, around 165 marks
IIIT ALLAHABAD, there is no state quota in IIITs
Computer science :- it doesn't offer btech computer science
IT :- 2356 obc rank, around 170 marks

Yes, MNIT Allahabad and every college provides the option of “branch change”, after passing first year, so that if any doubt still prevails in the mind of a student after taking admission in first year, he/she can then change his/her respective branch in second year. But, there are certain criterion which you have to be fulfilled.
1- Your CGPA must be at-least 8.5 or above in 10 scale. (This is most vital but it varies from university to university)
2- You must have no backlogs in your 1st year.

If you want to secure a CGPA of more than 9.0 and above, first of all get to know your subjects and go through the chapters accordingly. Prepare notes, study and practice the problems. There is no such fix criteria of CGPA. But generally you have to take CGPA above 9.0, because very few students reach upto this level. But the main thing is that, you have to became topper in 1st year exams. And only becoming topper is not sufficient alone. There must be some vacant seat in ECE branch after 1st year. If you have both these things, then surely you can upgrade your branch from Civil to ECE. For more info you can check the sliding procedure on the official website of MNNIT Allahabad.

Both the institutes are excellent with good infrastructure, faculty and research facilities. However as far as Electrical Engineering is concerned, I believe MNNIT Allahabad holds an edge over MNIT Jaipur with excellent employer outlook. The batch at MNNIT A is smaller and provides an excellent Teacher : Student Ratio besides Allahabad being an excellent and safe city for pursuing education with good peer culture and environment.
