Yes, you can get admission after a gap of 1 year in Mp board or any other board after 10th but not directly in 12th . You will have to take admission in 11th and after studying and passing 11th you will get into 12th.

No you can't appear for NEET 2021 if you are appearing for class 11th exam in 2021 because to appear in NEET you must have passed/appearing for your class 12th/PUC with Physics, Biology and Chemistry as mandatory subjects and also you should have your minimum aggregate of 50%
