According to me, you should go for IIT BHUBANESHWAR since it is more premier tag as compared to that of a NIT.

See, first of all. i must tell you that Hostel Facilitites is same for Everyone irrsepective of your branch. And YES, hostels are quiet decent as far as Government College is concerned.
Candidates must have a Bachelor Degree either B.Sc. /B.Tech or Equivalent in Biological/Physical/Agricultural Sciences or Biotechnology stream from any state or central recognised Institute/University.
Candidates must have obtained at least 55% marks in aggregate of all subjects.
