If you are not qualify the entrance examination for Mtech then may be you will give GATE examination. Although you didn't mention the examination above. So if you don't qualify the entrance examination then you can't get admission in government college for Mtech. But may be some private college

You can certainly pursue B.ed in either of the two given that you fulfill the eligibility criteria.
B Ed in Physical Science:
A bachelor's degree like BA, Bsc, Bcom and at least 50% percent marks in undergrad.
B Ed in Biological Science:
A graduate degree in any stream
It is tricky to pursue Mtech Biotechnology after ECE. Usually, eligibility criteria for Mtech Biotechnology is a bachelor's degree in Biotechnology/Biomedical Engineering/ Biosciences or any other relevant discipline.
