For admission into Mumbai University the candidates are required to fill the pre enrollment form. After that the students are also required to fill the forms of the respective colleges separately in order to be be counted eligible for admission into that college.
So I think it might be impose sone problem to you at the time of admission. But keep an eye on the respective college to see if the dates of form filling starts again.

The admission norms and policies of each university or college differs from Other university or college depending upon its degree courses and eligibility criteria for admission into its different courses. Also, the admission and curriculum criteria for BSc courses differ from university to university.
So, if you are thinking of getting admission into Gujarat University after leaving Mumbai University, you have to first see the eligibility criteria for the gujarat university of Bsc and it's policies for more information about the same. You can maybe visit and contact them via their phone number or email provided by them on their official website.
Some colleges don't take admission directly into 3rd year from 2nd year and usually take an admission granted test to see if you are eligible to get admission into their university's Bsc 3rd year.
So, for all these sort of queries , you need to contact them through their details provided by them on their website. You can also write them a letter saying that you need an urgent basis admission because of the transfer of your father.

And for contact details you just have to go in the contact us section of Mumbai University website. And I believe if admission is there may or may be chances for management quota.

BFM or Bachelor of financial markets is a three year undergraduate course offered by Mumbai university. It has a very wide future scope. You can find the detailed syllabus for the course from the official website of mumbai university.

The delayed academic session for freshers in universities and colleges will begin Nov 1,and the winter break this year,the summer vacation in 2021 and other holidays would be curtailed to compensate for the time lost,according to the University grant commision.
Now it also depends on the particular state after seeing their covid conditions,that are they prepared to open the school and colleges.

See as of now there is no any confirm date announced for reopening of any of the colleges except for Post graduate students because those postgraduate student who are having some practical work can visit their college solely on voluntarily basis, note that this is the decision taken by respective state governments and till now Maharashtra government has not taken any decision like this and at present only the schools are allowed to reopen only for classes 9th to 12th. As we know that in Maharashtra the situations are very critical and worsening by each day so it is little bit difficult to predict any confirm date for re-opening of colleges in nit only Maharashtra even across the country.

But from what I have understood , if you are asking whether having done FYBBI course in correspondence or distance learning , you can do SYBBI in regular mode then yes , a candidate who has passed F.Y.B.B.I. (BANKING & INSURANCE) (or equivalent) from any recognized University can seek admission to S.Y.B.B.I. (BANKING & INSURANCE) subject to fulfillment of eligibility rules. According to New Education Policy now all Higher Educational Institutions will have only one governing body which regulates all the workflow of all institutions and the name of that body will be Higher Education Commission of India. There will be no effect on UGC affiliation to the Universities either it is Mumbai University or any other university. No affiliation will be terminated of universities. According ot New Education Policy the fees of all private HEIs will be disclosed and fixed on public platforms and there will be no arbitrary hikes in fees so the fee process will also be transparent and fair. Now there will be multiple exit option for students pursuing professional courses like B.Tech or any other which is of three or four years, it allows students to choose field according to their interest, which means that if student has taken any course and if he is not interested in that after some year so he can leave that course and he will get a certificate of that course.
