As per your query, you can apply for OBC NCL category in NEET PG if you have valid documents and certificate for the same to be shown during counselling .

If I select General-EWS during application for neet/aiims/Jipmer PG exams, and if I cannot submit my EWS certificate during counselling process, can I still enter counselling as an Unreserved candidate based on UR merit list? Or will my candidacy be cancelled?

If you cannot submit your ews certificate during counselling process then you will be considered under general category. That means you are not using the benefit that you have. Yes , you can enter counselling as an unreserved or general category candidate but you will have much chances

It doesn't matter from wherever you did your schooling from LKG to undergraduate and wherever you did your internship for determining your local state in NEET PG the only that can tell if you are local to a certain state is if your documents belong to that state
