According to your rank, chances would be less to get a seat through DNB CET Counselling. You might get a seat through NEET PG All India Counselling in BJ Medical College for MD Anatomy, Government Medical College Patiala for MD Physiology.

You can definitely go for Tamilnadu State counselling if you have a Tamilnadu domicile certificate. But if you get a seat in Tamilnadu state counselling then you have to surrender the PG seat that you have got in the all India quota counselling.

Well if you satisfy the state domicile requirements of both the states then you can apply for state quota counseling from both the state. But make sure that you do qualify the state quota requirements. Many students apply for state quota seats like this.
