for kvpy exam there is not fixed cutoff. cutoff scores changes every year. depends on the questions difficulty level. however try to focus on pcm subjects and follow ncert book. if you study well in 10+2 this will not be difficult for you to crack. follow below link

NEXT will take 3 years to replace the NEET PG. So far, no guidelines for the examination have been announced. So, for PG aspirants, the NEET PG continues to be the exam of the moment and the guidelines remain the same.

Hi Dr. Binayak,
As per the latest news this bill has just been proposed but not yet passed in the parliament. If this bill is passed then accordingly the admission to PG courses will be on the basis of MBBS final year marks obtained by students and not NEET PG.

Yes if you have completed your B.Tech that is you completed your graduation so if you want to go for higher studies and want to appear in NEET but i think you should remember the qualifications for appearing in the NEET exam.
