No it is not necessary. NIFT does provide hostel facilities for anyone, but it is optional and they can stay outside as paying guests if such facilities are available.

If you are a student with General category then chances for NIFT Delhi, Bangalore, Mumbai, Kolkata and Hyderabad are neglegible.
With this rank you are qualified for sure but you can't get the above mentioned NIFT's. So, what's next. With this rank you can get NIFT Jodhpur, Kannur,BHUV,

Considering the last year cutoff's for NIFT Gandhinagar, it is possible as it was around 265 (closing rank).
Other than NIFT Gandhinagar, you can get NIFT Kolkata, Chennai(100%) and Hyderabad(50-50 chance).
