If you meet the below eligibility criteria for CSAB special round then you can participate 

• A candidate must have qualify in JEE MAIN 2019, and must have passed class 12th with 75% from a recognised board in PCM
• A candidate who was not alloted a seat in any round of counselling is eligible,
• A candidate who failed to report to the college or want to withdraw the college is eligible.
• A candidate cannot participate in CSAB special round if or he/she choosed not to participate in special round.

As per your query she has taken the seat, you have to withdraw the seat if you are not satisfied and must meet the above eligibilty criteria.

At this rank, According to previous year's statistics, you won't get either Civil or Mechanical in both NIT Agartala and NIT Andhra Pradesh. Though you might get the following branches lin NIT Agartala:

• Production Engineering at  NIT Agartala
• Bio-Engineering at NIT Agartala
• Integrated M.Tech Engineering Physics at NIT Agartala

With this rank it will be difficult for you to get admission in any of the NITs even if you are able to get admission in any of the NITs even then it will be difficult for you to get a good branch. Although you can try for NIT Uttarakhand as there you might have a better chance of getting a seat as you belong to Uttarakhand. Hope this helps.

please also mention what are the courses you are looking for and your home state . home state creates a vital difference .however if you are a outside cadidate thanit would be quite tough for you to get into it agartala . checkout the last year 's cutoffs

The first placement was here in nit agartala 2018 you can't blame placement here because they were from mathematics.

And a huge diffrence is there btw mathematics and mathematics and computing as it is a research course and as you see in iit it has huge potential but only few student sit here for placement out of 20 only 7 so other go for PhD or do MS because you can't deny that the significance of MS is much more than mtech currently but if you are genuine and want placement nobody can deny that to you. The coding culture is not great so you would have to start on your own but some seniors are very helpful you get subject like theory of computing,  soft computing, graph theory,  probability and random, data mining and warehousing,  AI, which are all related to machine learning, Matlab will also be taught to you but as you know colleges don't prepare you for interview that you have to do on your own.

Accordingly, NIT Agartala was best preference to get in. Overall it waS NIT college and then it gives brilliant placement. The average package of that college is around 5 lakhs per annum. So nit Agartala was your first preference.
