NIT allahabad vlsi may be better option here then nit calicut vlsi then nit rourkela vlsi mainly because course of all nits are almost same so if you are from north india then its better you join mnnit only otherwise you may even move sothwards also moreover since you will be joining mtech so most mtech students also do a secondary coaching for exams like upsc and allahabad has been known for coachings and has a rich legacy of top performers being from allahabad's coaching's only.
Yes you have some chances of getting admission in nit calicut probably in csab counselling that is in the special round of counselling you may get branches like production engineering ,biotechnology though you should note that this years cutoff do not tell anything about next years scenario they only give you an idea because the cutoff may decrease or even increase next year depending upon conditions.
You have stated that you are very interested in the course then you have the answer to your question right away and you should take the course without a second thought though the branch is newer in the nit yet the future of the branch itself looks promising with huge amount of research going on in the material science industry and with invention of new materials this branch also promises to be good in the near future also you will get a chance to study in one of the top nits of the country so overall it might be a good choice.

NIT Calicut has been ranked 25 among all engineering colleges by NIRF 2021 Rankings....
During the academic year 2020-21, the placement percentage of the institute is 76.61%. About 714 students were placed out of 932 registered students.....
The highest CTC stood at INR 43.31 LPA and the average CTC offered is INR 10.75 LPA.....

National Institute of Technology Meghalaya, is one of the fastest growing NIT in north eastern states.
Placements: Compared to other new NITs in NE, NIT Meghalaya has one of the finest placements.
Teaching: This is one thing that can be bragged about. NIT Meghalaya very very nice faculty members (better than many old NITs). They are very supportive as well as well qualified.
Extra-Carricular: Except studies, NIT Meghalaya is well involved in sports. Quite good number of sportsmen are their (which have represented the institute in other NITs/IITs). It also has other functioning clubs (like literature club, Google Student Community , Entrepreneurship cell,Robotics club, Computer club etc). It also has active wings of NSS,NCC.
Festivals: NIT Meghalaya proudly hosts Cognitia (tech fest) and Shishir (Sports and Culture fest) each year. Along with college festivals, even religious as well as national festivals are celebrated.
Campus: This is one of the major problem of any new NIT. NIT Meghalaya does not have a permanent campus. Its working in a temporary campus. But all basic amenities are well provided at hostels as well as college.
Both of the institutes you have mentioned, are one of the most preferred NIT's. Now from a job perspective, high salaries are more often in ECE than that of Chemical Engineering. Although, if you want to go abroad for jobs then in Chemical Engineering, there is quite some scope available.
From the trends available, the NIT Calicut offers quite a good placement in Chemical Engineering. The placement percentage is around 83% and the min salary offered is Rs. 4LPA where as the maximum salary offered is around Rs. 30 LPA. The average salaries offered was Rs 8.1LPA.
Now the placements in NIT AP are not that good of NIT Calicut. The college offers the average package of Rs. 5LPA which is quite low compared to that of NIT calicut. So from the perspective of job exposure and placement rates, I would recommend you to go for the NIT Calicut.

Dear applicant although we know Computer Science Engineering is a very widely chosen stream but considering the two Institutes I would suggest you to choose Civil in NIT Calicut. As it is a well ranked Institute,reputed and well maintained by the college authority as well. When comes to placements average salary packages offered are nearly 8-9 LPA for Civil Engineering branch also, the Faculties involve yourself into research works and your academic experience would be overwhelming.

According to my knowledge, NIT Nagpur is better than NIT Calicut for any courses. Hence, as per me I would like to suggest NIT Nagpur.

When you have to compare two colleges and have to arrive at a conclusion then you have to choose some of the parameters. This parameters can be a distinct number of events but to conclude this answer I am choosing some of the most important parameters like:
Both the colleges you have mentioned have good infrastructure and there are no as such difference between them in terms of it. The curriculums are well balanced in both the colleges. Now faculties in Calicut are more involved to research than Raipur but both of this colleges are great. Now the placements are good in both of them. But if you see the average package offered then Calicut have a better perspective over Raipur.
On comparing, if you don't have any subject bias then I would recommend you to go for the NIT Calicut EEE.
