Besides this IIEST has an excellent history of students give GATE and GRE and moving abroad or to higher technical institutes like Top IITs and IISc Bangalore for Masters or Doctoral Degree. From my point of view, The college atmosphere is a very important criteria to choose the college during counselling time. If we compare both the college that  is IIIT Guwahati and NIT Durgapur , we can easily find that NIT Durgapur is one of the old and prestigious college of India whereas IIIT Guwahati is a PPP based model IIIT and it's a very new IIIT.

So, in this matter NIT Durgapur is better one.

NIT-Jalandhar is a tier-3 Indian engineering colleges and most of the degree holders from such colleges have to work at Services based companies. The average salary is 3–4 LPA.

For NIT Durgapur the highest salary package offered was LPA, and the lowest salary package offered was 3 LPA. Top recruiting companies like HPCL and ONGC visited their campus for placements.

If you can afford for your career then choose IIIT lucknow because this is also best college but fee structure is high, for CSE fee is nearly 10,00,000. Better you choose nit Raipur.

According to your question I would say it depends on which category are you planning to apply . If you apply with EWS category then only you might need to submit income certificate or else it is not needed. If you are going to apply for OBC quota then it would not be acceptable because as you mentioned your certificate is issued from Jharkhand then it cannot be used in West Bengal as it is not issued by the central government. If you have land in West Bengal then you might use domicile quota.

First of all you should know your field of Intrest before deciding as these both options are totally different categories so it's difficult to say because both have their own benefits.

But if your confused to do Masters in Electronics and Instrumentation or Masters in Power Electronics Device.

Then I would suggest you to go for Masters in Electronics and Instrumentation at University institute of technology, Burdwan University. You could work in various job profiles and obtain great salary packages if compared with Masters in power electronics devices.

So overall I advise you to go for Masters in Electronics and Instrumentation in Burdwan University.
