EWS category was brought last year . According to Central Government, there is 10% reservation for EWS Category in academic institutes. So let it be IITs or NITs, there will be 10% reservation in seats .NITS is about to fill 800 seats in EWS quota. MHRD minister has also announced to increase 25% seats to Implement this EWS quota.
so, last year there was no in take of admissions in NIT goa through EWS category. But you have some other NIT's which take admissions through EWS category.

As per your question, both of the are equally good and have their standards but to figure out which one would should be preferrable for mechanical engineering one should compare there placement packages and teaching facilities . So as per teaching facilities and placement packages :-
1) IIIT pune :-
Highest package offered is of 40LPA while lowest package offered is 8LPA last year whereas as per their official they have an average package of 5 to 6 LPA.
As per teaching facility they have well qualified professors with a minimum of 20 years of experience.
2) NIT goa:-
Highest package of offered in the last year is 12LPA while an average package of 6.41 LPA as per their officials.
They also have well qualified professors having a great experience.
So as per this comparison IIIT pune have an edge on NIT goa little bit. So as per my opinion you should go with IIIT pune. But you can also choose as per your convinence .

According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs even after considering your Home state quota but yes I would suggest you to take a drop for this year and prepare for JEE-Main 2021 and to help you with your preparation we have some resources made by our experts which you can access from the link given below :-

Now if you can't afford to take a drop than sit for some state counselling because in some of the state government colleges you can get admission on such low ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

A rank of 1,13,267 in CRL is a low of a rank. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately you might not be able to get a seat in NIT goa.
Even if the chance is there, yo might be getting civil engineering or chemical engineering branches in 3rd round of counselling or so.
However, since you have mentioned that you have obc reservation there might be chances for you to get intto the university in that category. Computer Science Engineering is a course that is very much in demand and much sought after course and the chances are very low.
There are chances that you might get branches like chemical enginering, civil engineering etc.
There are some other universities into which you have a good chance of getting into. Hence I would suggest you to apply for other universities.

As you have not mentioned your category , assuming general category , it would be hard to get admission in good Nit's and iiit's .
You may get some low branches and non -technical branches in your home state nit as , in home state the cutoff is generally less .
You may try for some iiit like una and bhagalpur , where the cutoff is generally less .
You can also try for JAC Delhi counselling too , and if you are from delhi-ncr you can get college over there since cutoff for home state is very less for many good branch .
