Basically you have mentioned four colleges :-
If I go by NIRF ranking 2020 for architecture then IIEST is best as it secure rank 6th in the country. NIT Hamirpur secure 19th position . MNIT is also good but of Rajasthan not of Bhopal .
Other than these three colleges , rest of all not worth for your money and time.
For B.Arch you need a good exposure so choose wisely an ACTIVE college .

So, with your rank, I'm really sorry to tell you that it's not really probable that you will get a seat in NIT Hamirpur, in B.Arch. The cutoffs of NIT are really tight, and there is a lot of competition . The cutoffs are subjected to change , depending on alot of aspects like No, of students who appeared, the toughness of the exam, and the highest marks, but even if the cutoffs change, your rank is not really near that.

You asked for the better option among PEC, NIT Hamirpur & NIT Jalandhar.
Now, see, Punjab Engineering College is better than the other two , according to my opinion. Average package in PEC is around 7.3 LPA which is much better than the other 2 colleges whose avg package are around 6.54 lpa. However, NIT Jalandhar is better than NIT Hamirpur in terms of placement.
Besides, Pec has a placement record of 99% which is better than others. Moreover, the academics, cultural, extracurricular activities in PEC is better.

NIT Hamirpur is better than jamia millia islamia. The Average salary offer in Nit hamirpur is around 6.50 lpa while average salary offer in jamia millia is 4.80 lpa . This is only difference because almost all thing including infrastructure, facilities, faculty.. seems apparently same.
Fees of Nit Hamirpur is more and almost double than jamia millia islamia. And eligibility criteria in nit hamirpur is it required 75% in 12th for general while it is 50%in jamia . If you are eligible than you can go for nit hamirpur.

NIT Jalandhar Mechanical Engineering should be preferred higher than NIT Hamirpur Mechanical Engineering. Vicinity to Industrial hubs around Delhi NCR, Punjab and Haryana, add an advantage to the career prospects post B.Tech ME at NIT Jalandhar.
Major Conglomerates like HERO Group, Maruti Suzuki and Tata Motors are regular recruiters at NIT Jalandhar Mechanical and the median package lies anything between 6-8 LPA. Located near IT Hubs at Chandigarh and Gurgaon/Noida further enhance Non Core/IT/Consultancy Sector prospects.
Secondly the Outlook of NIT Jalandhar is better when Infrastructure, Faculty as well as prospects are considered.

In 2019 a candidate with rank 1583 belonging to OBC-NCL secured seat in NIT, Hamirpur in B.Arch under other state category. So if you belong to OBC-NCL then you do not have chances of getting seat in this NIT.
