It depends on your interests . With Chemical Engineering you would have better scope for research and jobs . You can go for psu's with chemical engineering , and if you want higher studies like ms in abroad , chemical engineering has great scope in us and europe , so if you would be preparing for gre or gate , chemical engineering would provide better study .
But it all comes to your interests , which branch you want to study for your whole btech , as branch change is not easy in iit's .

Every year cutoff for the courses varies as it depends on various factors.
As you have mentioned the cutoff of round 2 ,So being your home state quota of Himachal Pradesh it seems that you can surely get a seat in CSE 4 years at NIT Hamirpur in further rounds.
Also i would like to tell you that with this rank in OBC category someone would have got seat last year . you can go through the cutoff of previous year( NIT Hamirpur ) then you'll get more information regarding this.

With a score of 89.74 in EWS category you can get into some descent NIT (second tier) and will have to compromise on your branch to get into a good NIT.But in comparison you will get a very good branch in a very reputed private college.So it's up to you if you aim getting into some NITs you will have to compromise good branch(especially if you aim CSE) but if you are wanting admission in CSE you can easily get some very good private colleges.Best of luck and decide wisely.

So there are separate views about whether it is good or not. In my opinion it is a good branch because if you have interest in mathematics and you are willing to give your effort than indeed it is a good option. An for newly added branches you would not know until the results for new batches are released.

As per the previous year data with your given rank and home state quota if you're a male candidate you hold chances in civil, chemical, materials science, mechanical, electronics and communication engineering.cut-offs are subjective to change every year based on multiple factors like seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.
