Based on the cutoff of 2018 you have good chances for ECE in NIT Hamirpur.
Last the closing rank for state quota was 4366 and for other states it was 4892.
But this year the cutoff will vary based on the difficulty level of exam, no of applicants, no of seats available etc.

As you have mentioned your category rank around 20k, sorry but there are no chances in NIT hamirpur for any branch.
NIT Hamirpur closes its allotment at an SC rank of around 8k to 9k.
It will be good if you try for some other government colleges of your state. Also, there are some well established private colleges too which take admissions on basis of your JEE score.

For general as well as obc category:
For the students belonging to the general category or the obc category it is impossible to get admitted to NIT Hamirpur with such a low percentile(i.e 67 percentile).
For sc/st category:
For students belonging to sc/st category chances are there for getting into NIT Hamirpur.
