Look both of them are different branches with equal opportunities.It depends on your interest to choose a particular branch.
However, both of the colleges are really good and has good placement records.You can choose any of them according to your choice.

National Institute of Technology, Hamirpur is among the good NITs ,B.Tech course in Chemical Engineering has strong value in today's market as chemical engineering is core branch and IT industry is loosing sheen.So it is a good option
