You have not mentioned if you come under OBC-CL or OBC-NCL. If you come under creamy layer then you will be considered as general category candidate. In 2019 the cut off for MME in NIT, Jamshedpur was 11811 for OBC-NCL and for general candidate it is 37242. You need to score 95-98 percentile or 200 or above marks to have decent chances of getting a seat.

see nit jamshedpur and nit pattna both of the nits is excellent in terms of placement, infrastructure and faculty. now coming to metallurgical engineering, it is a part of mechanical engineering, and some of the syllabus has similarity with chemical engineering, however job and career view prospect, mechanical engineering is better choice then metallurgical engineering.

no you cannot your branch even throughout the course because internal sliding is not available at NIT jamshedpur .once a branch is alloted to the student at the time of admission that will be final and cannot be modified during the course.

Doing B.Tech in Metallurgy from NIT Jamshedpur is a good choice. The faculty are good and they provide the appropriate content. There are plenty of opportunities in Metallurgy and some of the top companies like TATA, Vedanta steel etc visit the college to recruit students. The placement record in NIT Jamshedpur is good when compared to other NIT's. But you should work hard and make use of four years and gain knowledge. So, metallurgy is a very good choice as it has a lot of scope in the future.

I hope you are doing well. Regarding your percentile i.e. 88.91 percentile your CRL rank should be greater than 1 lakh and should be in range of 1 lakh - 1.25 lakh. Now in NITs you get admission on the basis of your SC rank not on the basis of your CRL rank. Your SC rank is difficult to predict as it depends on the no. of the candidate participating in JEE Mains. And no. of SC candidates participating in JEE Mains varies every year. But by rough estimation your SC rank should be around 5k. According to last year(2019) NIT Jamshedpur cutoff :
If you have home state quota then you can get: civil, electrical, mechanical, metallurgy, production.
If you have other state quota then you can get: metallurgy, production.
