There are no such good government colleges accepting MAT scores. Government colleges like IISc Bangalore or the like accept CAT scores only. So if you want admission on the basis of mat scores and are looking for a college that would give you decent placements then the only option is

I don't think so because all national level Colleges like NITs , IITs and central universities accept only GATE score for admission into masters.
And IIITs conduct pgcet exam for particular IIIT .
Where as state level universities conduct there own entrance test and accept GATE as well.

JEE Main exam is being conducted twice a year for the first time by NTA therefore it would be difficult to tell you the percentile required for admission.
However, you can refer to the previous year JEE Main cutoff for reference and to have an idea about the rank

I don't think it will be possible for you to get NIT Surathkal by JoSSA counseling because you need to secure a rank below 10000 to stand a chance in any branch.
Competition is such that even after the 7th round of JoSSA, it will not be possible
