if you really have interest in research field than its better to choose iiit for it best place otherwise if only want to achieve something in those 4 years than go for nit
It depends upon the college guidelines and guidelines of josaa you will have to follow that only because josaa allots verification centers for specific institutes at some prescribed places and if you go to some other place then the document verification may not take place and you might get disqualified
