According to your specifications there is really a great possibility for you to get a seat at NIT patna. Now if the number of vacancy left gets filled in 3rd counselling round then there can be a problem but you have a possibility of getting it.
I would also like you to suggest that you should prepare a alternative plan to be safe. So according to your rank , you should prepare a side plan so that if by chance NIT Patna is gone then you will have another way to reach your destination i.e., Mechanical Engineering.

This question is a subjective one and the answer can depend on a lot of factors-
1)If you are choosing based on establishment of college/ownership-NIT Patna was established in 1886 and has a public/government,autonomous ownership whereas Bits Goa is new college that was established in 2004 and is a Private college.
2)If you are choosing based on Course Fee-Being a private college natuarally BITS Goa has a total fee for approximately 16.7 lakh rupees provided you are doing an enginnering course of 4 years whereas NIT Patna has a fee of just approx 6 lakh for 4 years and is ranked 92 on the NIRF 2020 Ranking.
3)If you are choosing based on Infrastructure-BITS Goa has a better infrastructure(has dance rooms,Convenience Stores) and crowd/campus according to me as it is a private college although the NIT Patna campus is not bad either.
4)If you are choosing based on Eligibility Test-NIT Patna takes admission based on JEE Mains rank whereas BITS takes admission based on their private test that is BITSAT.
Placement wise both colleges live up to their name.

I believe NIT Patna will be a better choice than NIT Silchar as far as Mechanical Engineering is concerned. Located near Industrial Hubs at Jharkhand, UP and Odisha further provides impetus to training and placement opportunities. Companies like Tata Motors, TVS, Tata Hitachi, Cummins Pune, L&T, IOCL, Vedanta are regular recruiters at NIT Patna Mechanical and the branch experiences almost 80% placements each year.
Secondly being one of the older technical institutes with a strong alumini base, good infrastructure and laboratory facilities, excellent Faculties as well as outlook, it provides good Engineering Education.

Both the colleges have got good reviews in terms of teaching, industry exposure, recruiting companies and placements as well.
NIT Patna-Top recruiting companies like Alstom, Tata Motors, Vedanta and Hero MotoCorp visit the campus for placements.
NIT Jalandhar-The top recruiting companies include Honda, Hero, Godrej, Saint Gobins, Tata, Maruti Suzuki etc.
However, NIT Patna has recorded higher number of good placements compared to NIT Jalandhar. Therefore, I think it is better to join NIT Patna.

Seat allotment is based on your rank. You have mentioned your percentile but not rank, it is difficult to answer without knowing the rank. In 2019 round 7 a candidate with SC category rank 598 secured seat in B.Arch in NIT, Patna under other state category. So if your category rank is above 598 then it is difficult to get seat but if your category rank is below 598 then you may have chances of getting seat in further rounds. But this is based on previous cut off. In 2020 the cut off changes depending on number of candidates qualified, difficulty of exam and number of seats available etc.
