According to your question, mechanical engineering at jamshedpur and patna are almost equal . Jalandhar is a bit lower than both of it. According to placements , i would recommend you to go for nit patna as it's placements are increasing every year. And according faculty Jamshedpur has a better one.
But i suppose placements does matter to students. Patna is a little better than both of the two.

At NIT, Patna around 90% of the student from ECE branch get placement . The highest package offered was 17 lakhs LPA, lowest package offered was 7 lakhs LPA and average package is around 9 lakhs LPA.
Company like like Samsung, Asus, one plus, oppo, dell, etc. come for placed for ECE branch. Overall the placement is very good.

Dear candidate, first if all congratulations for getting scope of admission in NIT for CSE. NIT Harmirpur located in himachal pradesh is top ranked by NIRF among these all. Then NIT agartala, then raipur then Goa and then patna.
Even if you are from Bihar i would not suggest to opt for NIT patna if there are other options. You can select the college based on cutoff that the college has for CSE branch. The college who cutoff is higher is good one. NIT raipur is also one of the best college.
I would also suggest that if you want to know more scope in CSE then BIT mesra is also very good choice especially for CSE branch.
