Then your chances of getting into NIT Patna are quite difficult but still if you're able to get into NIT Patna then you might face a problem of not getting the demanded branch( If it's CS or IT) as your rank won't match upto that level.

yes you are eligible as your parents must be a resident of bihar and you are a minor so you will get the domicile certificate.
there are some rules by bihar government to be eligible for domicile certificate Those are:-
so you go in minor category. if your parent satisfy any one of above 3 then you can apply for domicile certificate and use home state quota for admission.

The official cutoff of JEE Mains 2020 will be released along with the final results after the April JEE Mains. The NTA will announce category wise cutoffs then. But you can still check your estimated rank using the formula (100-your total percentile)*869010/100. So with this percentile, your estimated All India rank will be around 43,500. Now, if the candidates appearing in April's JEE Mains increase, then your rank would increase too.
Now, if you have a reserved category, you have chances of getting a seat. But if you are of the general category, you can only get NIT Patna if Bihar is your home state. NIT Patna does not conducts an entrance exam at it's own level.There are various entrance exams that you need to clear for admission into various feilds.
These degrees and examinations are.
1. If you want to get into B.Tech then you'll need to give JEE mains .
2. If you want to get into M.Tech then you'll need to give GATE.
3. If you want to pursue M.Sc from here, you'll need to crack IIT-JAM.
Inshort, NIT does not conduct any entrance examination paper on it's own.

There is no such test being conducted, the students can apply for scholarship on the basis of 10+2 marks being above 75%
These scholarships are provided by MHRD or other such NGOs
Scholarship can also be availed on the basis of minority
There are eligibility criteria for placements that depends on company to company. One of the criteria is that the student should not have any backlog it is just an example. There are such different criteria So the remaining students failed the eligibility criteria thats why there are only 80 students eligible for campus placement

With 57% in Jee mains it is very difficult to get admitted to any NIT even in ST category. You can definetly improve your score in Jee mains of April which starts its registration in February 7th.
