See both the institutes are very good. Now you have to choose among this two based on your interest in the course. If you are interested in CSE go for NIT PATNA and if you are interested in ECE then go for NIT JAMSEDHPUR.
Now if you are asking this question from a placement perspective point then I would recommend you that you should go for NIT JAMSEDHPUR. The average packages of NIT J is better than NIT P. But apart from this there are no such big difference between these two institutes.

The maximum closing rank for NIT Patna last year in 2020 was 40,491 for Civil engineering branch.
But on 40.9 percentile your rank will be 603570 - 678500, which is too high to get a seat in NIT Patna.

For a job in banking, I would suggest you go with B.Com after the 12th. It stands for Bachelors in Commerce. Duration is 3 years. Opting BCom will make you understand the in-depth knowledge of core subjects like Accounting, Law, Finance which will help you in your banking exams.
Why I do not suggest BCA is because it will not help you banking sector more but help you in the IT sector.
The choice is yours.

At this rank to get cse seat in first round is diffcult but you will get cse in last rounds for sure . If by aby chance you get electrical then go for it . After taking electrical , you will eligible to sit with cse students in placements too
