If you are a OTHER STATE candidate then it is not possible for you to get it but if you are a HOME STATE Candidate then you will surely get it but you will have to wait till 7th round.

Well firslty its tottaly depend on you that in which one you want to go. As my point of view NIT SILCHARis better than nit raipur, because campus wise look SILCHAR is more beautiful in infrastructure. Also it will provide you more placement apportunites.
But at the end its totally your call and your decision.

Both the branches have great job prospects in present as well as future. Both the colleges are good. Now it depends upon you, which branch you are interested. As far as placement is concerned, the highest package at NIT Rourkela till date is Rs.25 LPA and average package is Rs.5-8 LPA. The highest package at NIT Raipur till date is Rs.54 LPA and average package is Rs.5-9 LPA. Placements are good in these colleges. Follow your passion and chase your dreams and success will come knocking at your doorstep.

B.Tech electrical at NIT Raipur is best option compared to other you have.
Study: Good faculty profile and nice course structure.
Placement: So many companies visits for placements packages varies from 12 Lac to 4 Lac per annum.
Scope: If you do well you can end with good job in hand; Due to good course structure you can do well in GATE exam which is gateway for higher studies and many reputated PSUs.
If you are local to Raipur then you can visit the department and talk to some Professor there like Prof. Ghosh , Prof. Londe or Prof. Anamika yadav. They are good and I hope they will resolve your doubts and queries.
