There is no management quota for these institutes as these institutes comes under central institutes.

Sorry to say you but see actually both 2 are different
Engineering College with national importance and different courses also. Both of two institutes are good in the sense of academics infrastructures. But the difference creates only in the term of different course aspects and placement rate. However obviously computer science and Engineering has much more demand than ECE.
NIT Raipur ECE course costs about 5.40 lakh. As per the students review about 62 65% students get placed each and every year with average salary package of 9 lakh per annum.
On the other hand NIT Andhra , computer science and engineering course costs about 5.45 lacs. About 75 to 85% students each year get placed in companies and also get internship. The average salary package is about 7 lpa and the highest salary package of previous year was about 16 lpa. It is completely your choice for which course you want to go about. As per my opinion I would recommend you to go for nit raipur ece branch because of the following reasons:-
1- In terms of placements, nit raipur ece has an average package of 13L per annum which is much higher than nit Durgapur ee branch.
2- The hostel and mess food quality are good in both the campuses. You would enjoy the food in durgapur as its in west bengal .
3- The infrastructure in Raipur is better than durgapur in terms of main academic building and the laboratory.

Placements: Every year 60 to 70% of the students got placed. The highest salary package offered is 14 LPA, the lowest salary package offered is 4 LPA, and the average salary package offered is around 7-8 LPA. Some top recruiting companies are Reliance, Tata Steel, BARC, etc.
The average CTC provided to the 2019-2020 batch was INR. 9.5 LPA. The Department of CSE bagged the maximum (82) number of offers followed by the IT department with 79 offers and the department of Mechanical Engineering with 78 job offers.

First, in the debate of Mechanical or ECE, ECE has a better chance of job market than Mechanical. As both are NITs the one with ECE has a better scope. I would recommend NIT Raipur ECE.
But at last, it depends on your interest.

Hope you are doing great as per the question asked by you, in Infrastructurally both the colleges are great. The curriculum in both the colleges are good. There is no much of a difference. If we compare courses, ECE is a better one than Civil Engineering. The placements rate as well as the scope of ECE is better. So going for ECE in NIT Raipur is a better choice than going to NIT Trichy for Civil Engineering.

NIT Andhra is a brand new institution. Now it's up to you to do the rest. NIT Raipur is the place to go if you want to live a more comfortable life after four years (remember that both being NITs, will provide you good placement; but since NIT Raipur is quite old and established institute, this will provide a better stand).
