Yeah! Most of the companies allow from other branches to sit for the placement. So if you are in ECE at NIT Warangal then you can obviously sit for companies which are CSE/IT based, provided you must have the knowledge of coding and the skill of problem solving through coding.
Now NIT Warangal have a better placements than NIT Rourkela. But if you are interested in CSE then you should go for NIT Rourkella. See the interest is the key, if you study a subject which you are enthusiastic about you will get the opportunity to get satisfied in future.

NIT Rourkela has emerged as a brilliant institution paving it's way upwards and ahead among the prestigious institutions of the country.
I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.

A candidate who have passed Higher Secondary/Intermediate (10+2) with science stream or any equivalent examination shall be eligible for the course.
Candidates seeking admission to the Integrated Msc programs have to pass their 10+2 with Physics, Chemistry, Mathematics and English as mandatory subjects. So you are eligible.
Mechanical Engineering is the best in NIT Rourkela based on placements.
Placements offered in the year 2021
Highest package is 45 LPA.
For ME the maximum package offered is around 17.50 lakhs.The average package is 8.12 lakhs.
Top recruitment companies are BPCL DRDO, ISRO, IOCL, Maruti Suzuki, Bajaj etc.
Infrastructure is good and also the faculty is experienced and helpful.

Electrical or Electronics and Instrumentation Engineering , both are equally good with the view of course content and teaching methodology , but if you ask related to placements , then I can prefer to go with Electrical rather than Electronics and Instrumentation as in most of the PSU jobs or core jobs(Ex: NTPC, GAIL, Railways etc) , recruiters want EE or ECE branches more than EIE , No doubt that EIE also very challenging and conceptual subject. It will give you the knowledge of measuring instruments and other principals .. but due to the current demand in the job market scenario, you should prefer Electrical than EIE branch.

Computer science will benefit you only if you are interested in it
Computer science and engineering at NIT is good choice for you because of the following points....
Job (Immediately after BTech) : Those who are really good at problem solving and competitive get placed in the top product based companies like google, Microsoft with salaries as mentioned above.
Those who are good at certain technologies and coding get placed in companies like JPMC, Wipro where they use those technologies to accomplish requirements of the company.
Average Starting Salary : 6–12 lpa (Depends on company)
Those who have good communication skills, decent skills in math logic and not expert in coding get placed in companies like TCS, Infosys where they work on certain tools used in projects.
Average Starting Salary : 3–6 lpa
As according to me, NIT Rourkela is better than NIT Patna. NIT Rourkela have high demand than NIT Patna. Where the infrastructure and tuition fees and placements are better than NIT Patna. So, I prefer to go through NIT Rourkela.
