You need to first appear for CMAT/CAT/XAT/MAT and obtain a valid score. Applicants satisfying the eligibility criteria have to fill in the application form. Based on the eligibility criteria, candidates will be informed and called for Group Discussion and Interview. The final selection will be based on GP & PI conducted by the School of Management, the qualifying exam and the score in national or international tests for admission to Business schools. The Senate, at its discretion, can also give admission to the MBA programme from the list of candidates of CAT conducted by the IIM system or an All-India Test. You are rank are very low as compare to previous year cutoffs , the previous year closing rank was around 7.9k for sc category for the lower most branch in NIT, rourkela. Either you can wait for the spot round selection( but chances are very less) or you can apply for some other NITs or you can give the state counseling. In state counseling you have some chances of getting a govt seat in top engineering colleges. Better you can apply for the state counseling and get into some best colleges of state with a good branch like mechanical, electrical or IT.
