Firstly As you haven't posted the branch you want to pursue in NIT Rourkela so its difficult to answer you. Because on the basis of JEE Mains Rank, NIT Rourkela offers admission in more than 6 Branches(Engineering).

Nit Raipur is a better option than NIT ROURKELA with food technology. Although NIT Rourkela is better than Raipur but the branch offered there have no high scopes so better to have a good branch

Yes, as it is a course from one of the Top NITs in India which is Rourkela then obviously it has a good scope in India if not abroad.

First thing you need to understand is that, Mining and ECE are two very different branches for engineering. Second both these colleges are pretty good. 

So you need to select what suits you best. Because its more about your interest and less about what is better. So better

Don't take risk.

There are many NITs which are good and i think you will get better branch. There are too many students so if you think that you will change your branch in 2nd year then it may be risky.

Then CSAB will alloted in the first week of july. So your class will continue in this also , you will missed some topics.
