According to the category rank you have mentioned in the question you have very low chances of getting in to NIT Trichy but if you deserve the Home state quota and you are female then you can get Electrical branch as per previous year's cut-off. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs which are given below :-

I am extremely sorry to tell you dear but you cannot get into NIT Silchar or any ither NIT

This is because,

With 55.48 percentile in JEE mains you have failed to qualify JEE mains as you belong to general  category and qualifying cut off percentile for general category is 90.3765335 percentile

As you have not qualified JEE main, you are not eligible for josaa counselling and thus cannot get into NIT

At Dr Shyama Prasad Mukherjee International Institute of Information Technology, Naya Raipur the fees of B.Tech Computer Science and Engineering course is lower than that of NIT Silchar. But the cutoff of CSE is higher for NIT Silchar, so, NIT Silchar is clearly a better college to pursue CSE than IIIT Naya Raipur. The NIRF ranking for NIT Silchar better than IIIT Naya Raipur. Placemets are also good at NIT Silchar. In terms of facilities and infrastructure, both atre same.

So, NIT Silchar is the best.

NIT SILCHAR - NATIONAL INSTITUTE OF TECHNOLOGY, SILCHAR. Nit are a reputed institution in which you can get point by clearing a entrance exam called jee mains.
And also it is a government college . In the past few years nit silchar came out as an emerging nits.
Don't take nit silcahr lightly. It is a government college with a tag of nit.

KALINGA INSTITUTE OF INDUSTRIAL TECHNOLOGY - Kiit, is a private institute who advertise itself far more number of times than any other college.
All private colleges has some common things like a beautiful good campus so that students get attracted.
A beautiful hostel and the other labs,etc. by daily advertisements so that more and more number of students become attracted.
Now among all private institution in India, kalinga is one of the lowest private colleges in the eyes of many students and teachers. Not because it's fees is very abruptly very high, but because it takes admission of maximum students through donation. In kalinga institute, you can find all the low rankers students who can not get any seat in any exam they have given. Means you will get to live between all the low grade students who can't even qualify a single entrance exam.
You will not get a study exposure. This kalinga institute is just making it's campus and hostels look very great so that students are attracted. For money they can also pass you in their semester exams.

So if you are getting a seat in nit silcahr ece or eie, then don't think much. Go for it. Never look on kalinga institute, if you are getting cse in kalinga then still don't go there. You will ruin your whole life in these 4 year of btech studying in kalinga institute.

If you passion is cse branch than take admission in nit silchar, give your first years exams very good and opt for branch change or you can study parallely cs.

Always remember : A government college is always far more better than any private institution , especially if you are getting a NIT.

You can go through for EIE, because this is different from our core branches such as EEE and ME. You get sufficient time for codding purpose in EIE branch which is also helpful in this branch. Rather in core branches you not get such time for codding purpose.
