It is very difficult to assume that one is better than other(DU or NIT).
Both are good for future opportunities and it will depend on you which one you want to choose.
But for B.Tech I would prefer NIT Silchar in terms of Placement, Campus and Staff.

If you are under home state category for NIT Silchar then with 17170 rank you can surely get Mechanical Engineering branch but for that you would have to wait for 6-7 rounds of counselling.
But if you are not eligible for home state quota then 17170 would not help

The decision solely rests upon you. I would also recommend you to take CSE placement wise and considering all other factors whether be it seniors from coding club giving you programming classes to get you on the edge along with vast online resouces or the strong alumni network
