Hi,
If you have choice between these two Institutes ,then you should go for NIT Trichy. Both are good institutes but NIT Trichy is better than VNIT Nagpur. Since you belong to Nagpur ,you may want to be VNIT Nagpur but if you chose NIT Trichy, there is no harm. You may have to live away from home in hostel, but it is experience one should take and it is worth.

NIT JAMSHEDPUR
NIT PATNA
NIT HAMIRPUR
NIT JALANDHAR etc.

As per records and your rank, you have tough chances to get admission in any of NITs including Trichy, Warangal and Tadepalligudem, even if you are SC candidate. Although there is a very slight possibility for you to get chance in B.Tech in Production Engineering (2019 Cutoff - 200763) and Civil Engineering (2019 Cutoff - 226100 ) at NIT Trichy . If you are lucky enough then you may get that narrow window of opportunity in the final round or mop-up round even though I am afraid I cannot firmly say that will likely to happen.
I suggest you to attempt the upcoming phase of JEE Main and fetch better marks. Try to achieve at least 85 percentile to be in the safe zone.

According to the marks given, you can expect your rank to range from 24961-28060. As of now it is hard to answer your question as the cut offs change every year based on a number of factors like number of candidates that appear for the JEE exam, question paper difficult, preferences selected by the student.
