If you are giving your board exams from some other state then you won't be eligible for homestate quota of NIT. You are eligible for homestate quota of that state from which you appear your 12th board exams. You will eligible for Homestate quota in NIT Andhra Pradesh.

See there are no such things that you will need a laptop yearwise. Having a laptop is important and helpful in multiple purpose. As you are CSE student then the introductory courses you will have in 1st year will need a laptop support and from 2nd year it will be extremely important for hardcore coding.

You need to score around 270 marks in JEE Main under general category other state quota to get CSE branch. The cut off depends upon the number of seats available, the difficulty level of paper and number of candidates writing the examination. And, hence varies every year depending on these factors.
