NIT Silchar is somewhere better over than the NIT Uttarakhand. NIT Silchar has been placed at 46th position in the NIRF ranking while NIT Uttarakhand has not been placed at any rank yet. Apart, from this, NIT Silchar offers a median salary package of Rs. 6.27 lakhs per annum for B.E./B.tech and Rs. 5.45 lakhs in M.E./M.Tech per annum. Along with it, NIT Silchar was established long back in 1967 which bounds more experience in comparison to NIT Uttarakhand.

The both mentioned choices are really great when it comes to the faculty and quality of education. The placements are decent enough as well. I'd recommend NIT Uttarakhand because of the reviews it has as well as the fact that it's an NIT so it would be great for your resume as well. But ofcourse make the choice based on what's more accessible to you and which one do you prefer.

I would recommend you go for NIT UTTARAKHAND. National Institutes of Technology are in any way better than any other colleges in India (exept IITs) for Engineering. Also Electronics Communication Engineering branch is a good choice as placement opportunities are great in this branch and in NITs good companies will come for campus recruitment with amazing packages.
Nevertheless at the end it's your choice, interest and preference towards a particular stream .
Choose wisely as this will shape your career.

According your question, both of the colleges are good but we may best figure out any colleges by comparing their placement packages and study facility . So. As per this parameters :-
1) NIT uttarakhand :-
They have well qualified professors who will guide you properly and have good infrastructure as well as per reviews. They have an average placement packages of 6.5LPA and highest placement packages of 10.5 LPA. Companies like HCL, Accenture, samsung etc came here for recruitment.
2) IIITDM Kancheepuram:-
They also have well qualified professors who will guide you properly and have good infrastructure as well as per reviews. They have an average placement packages of 5.2LPA and highest placement packages of 20 LPA as per their officials. Companies like TCS, Paypal, wipro etc came here for recruitment.
So as per this comparison IIITDM Kancheepuram have better figure in terms of placement packages over NIT uttarakhand as per their officials so you may apply in IIITDM as per my opinion.

in national institute of technology, uttarakhand there were 195 package offered , top recruiters was capgemini , highest package offered to students was of 10.5 LPA while average was 6.05 LPA and lowest were 2.4 LPA .

There is no lateral entry program in IITs & NITs. Diploma students can get admission in IITs for first year B.tech program through JEE Advanced after qualifying JEE Main.

CSE in NIT uttarkand is quite good.
There are totally 30seats available in this branch.
Total fee varies accordingly with the category but the basic fee comes around 2.57 lakhs
Hostel fees comes around 1.5 lakhs
The placements oppurtunities offered are less compared with the other NITs and the basic salary package is also less.

Well the exact data has not been published by JOSAA due to some discrepancy in the data but certainly if the male students got admitted at about 27000 rank in the 7th round then certainly general female students would have got admission at around 33000 round or something.
