Last year the cutoff the college was 486 (Category rank). For CSE it was 15.
yes he can get a seat in nit warangal as you have scored a good rank. so need not to worry. you will ge admission easily all the best.
THere is very less chance to get ECE at NIT Surathkal and NIT Warangal. Because the closing rank is 5539 and 5064 respectively. But you can get a seat with ECE branch at NIT Allahabad and may be at Bhopal too.

Joining in NIT Warangal is better option since the placements and packages are too good at NIT Warangal.
Also the offers for all the three branches will be similar but course wise Civil and Chemical and easier than Metallugy.
