Hope you are doing good.There is no doubt that NIT warangal is better than NIT calicut. In placement, NIT warangal has more placement tha NIT calicut. NIT The obvious answer is NIT Warangal in terms of NIRF ranking or the opening and closing ranks of the college NIT Warangal is way ahead of NIT Calicut .

IIT Dhanbad formerly known as Indian School of Mines ISM dhanbad is famous for offering mining related courses. In environmental engineering, Almost all the students got placed in core companies with packages ranging from 12 Lacs to 6 Lacs and average package was around 7-8 Lacs . Companies like Tata Steel, JSW, vedanta, adani, prism and Johnson, aarti industries etc. were prominent Employers. While NIT-Warangal has also had good placements in Chemicals engineering. Around 70-80% students got placed in companies with average package of around 8 lakh. Placement wise both institute are similar but IIT Dhanwad has better Placement percentage. Also it has better reputation both in academics as well as in Rankings. If you want to pursue Higher studies then IIT would be beneficial for you are the value of LOR from an IIT's professor is greater. Overall IIT Dhanbad seems to be better choice among these two

You are completely fine with 70% in your class twelfth board examination , you won't face any problem because of this admission in NIT Warangal
This because
To be eligible for NITs, IIITs, CFTIs one needs at least 75% marks in class 12th if belongs to General or OBC category or at least 65% marks in class 12th if belongs to Sc or St category.
Now,
You belong to SC category
And you have got 70% i.e more than 65% and does definitely eligible for NITs etc
Moreover,
For this year i. e 2021 this minimum percentage requirement of 75% - 65 % has been lifted off.
So you don't need to worry about your class twelfth percentage at all

As per information available in public domain, NTA haven't announced anything in whether they will remove eligibility criteria in 2022 or not. If they don't remove Eligibility criteria for 2022, then you could still get eligible for NITs or IIITs provided you remain in Top 20 percentile in your Board .
Following are the cut-off of NIY Warangal in 2020:
To get Admission in NIT Warangal you should get atleast 5000 SC Rank. With 130 marks you could get this rank. However, In order to get popular branch like CSE, ECE, you need to score more than 130 marks . This data is for previous year and it may change as percentile Depends on various factors like Paper difficulty, other students performance etc.

Firstly, if you are wanting to decide between ECE or computer science engineering, then going for CSE would be suggested nowadays. Still this decision should be made based on your interests.
Then, if you are going for CSE and are confused between NIT Nagpur, NIT jaipur and NIT kurukshetra. Then I’ll rank it below based on its NIRF Ranking, and reviews.

NIT nagpur.
Nirf ranking : NIT jaipur has 37 rank and kurukshetra has 44 rank.
Campus: NIT Kurukshetra has a bigger campus than NIT jaipur . And has more facilities and up to date infrastructure.
Placement and packages of NIT kurukshetra are slightly better than NIT Jaipur. There is a slight difference only.
The faculty of NIT kurukshetra is known to be very well known and amazing at their fields.

Last year the cut off was as follows for admission to Electronics and Communication Engineering in National Institute of Technology, Warangal for OBC-NCL category
The above mentioned cut off is in round 6 of JoSAA counselling. Considering the previous year cut off you do not have chances to get seat in ECE in the preferred NIT. However, you have chances of getting seat in the following NITs in ECE
The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.
