No, all students are not eligible for counselling in clat. For general only who have rank under 10000 can participate into counselling. Some relaxation goes to reserved category students. But yes with such low rank you are not eligible to participate in the counselling. Hope for next time!
With OBC rank 5113 it seems to be difficult to get any nlu. But you can apply for ggsipu university. Where you may not get the the ipu main campus. But have chance to get selected for ipu affiliated colleges. So you should apply atleast. Otherwise you can consider other private universities also.
Your chances to get admission into a top nlu is very low. But you should apply to the counselling at least. You can predict your chances of getting nlu through the link given below:

So, with regard of you're query. You'll pass the CLAT exam. Which stream you come from is irrelevant. The capacity to think like a lawyer is what counts. The majority of arts students take the exam each year and are chosen for top nlu's. You have an advantage by choosing the arts stream because you can clear up certain confusing concepts in your arts courses. Additionally, compared to other people, you can devote more time to your CLAT preparation.

NLU (National Law University) provides law degree and education to its candidates. NLSIU Bangalore was the first NLU in India established in 1986. There are twenty three NLUs all over India.

I hope you are doing good. The cutoff is based on your General rank and not in category rank. With 4945 rank , As from previous trends there are very low chances of getting seat in NLIU Bhopal.
There are only 23 NLU in India, and cutoff ranges up to 2000 for general category (with certain relaxation for females).
I suggest you to take some other entrance exams as well. If your aim is NLU, you just need a little more efforts and you will be in. Just focus on your revision and practice mock tests.
