As the NCHM JEE 2020 counselling has already begun and you have appeared in the exam too under the same category, you cannot now change your category because opening and closing ranks for different categories in various participating institutes are different. However you can still mail the NCHMCT regarding your issues over the address given on official website.

As far as your question is concerned your eligibility for reservation at the central level totally depends on the certificate issued to you by your state authorities.

If you state block authority has issued you the ST category certificate then that certificate will  be accepted everywhere no matter what. The  certificate is self sufficient to prove your reservation at the central level.

If you are not planning to drop a year then it is suggested that you first book your seat in Ashok Institute of hotel management and then apply for 2nd round of counselling and give it a try, if you get admission there then you can withdraw your money from Ashok Institute and if incase there are no seats left in IHM lajpat nagar you can go back for Ashok institute.
