NEET 2019 cutoff for the general student was 50 percentile and the cutoff rank was 134-740, for General PH candidates were 45 percentile and the cutoff rank was 120-133 and for OBC/SC/ST was 40 percentile and the cutoff rank was 107-133.
NEET cut off is always 50 percentile for general, 45 percentile for General PH, and 40 percentile for OBC/SC/ST but cut off marks vary every year depending upon various factors like the number of students that appeared in the exam, kind of marks obtained by them, toughness level of the examination, etc.

It was compared easy but it was not easy than 2017 Neet . The main reason for easy was that a large number of questions are tricky which have closer options in biology as well as in physics and chemistry also. Further in physics most theoretical questions were asked physics took less time to solve .

In neet 2019, 410 to 450 is the lowest marks for getting government medical college in karnataka under state quota. But every colleges have different cutoff and the cutoff marks change every year. It's depends upon number of students that appeared in examination, number of seats available in colleges, difficulties of question paper, reservation catagory, previous years cutoff trends, etc.

You can not get admission with the score of 2019 , you have to show your 2020 neet entrance exam score to get admission in BDS in 2020 session . NEET entrance exam is held every year to get admission in various field related to medical but that is valid fo get admission in that particular year only in which have given the entrance , you canot use that score for ever year . You have to give exam in 2020 and score then only you will get admission in BDS .

According to previous years data, the cutoff rank for DR BSA Medical college in Delhi for general category in the year 2018 was 5283 for state quota. In the year 2019, the All India Rank cutoff was 4641.
Note that, cutoff change every year for all colleges and quotas depending on various factors.

In 2019, the cut off marks for General Category was 134-701. This was the general cut off. But again in India we have Government Medical Colleges, Private Medical Colleges and Deemed/Central Universities. And admissions to all these Institutions is conducted through All India Counselling and State Counselling. So to give general details is difficult. For example, in 2019, under State Quota, 479 was the cut off for General Category in UP and 470-480 was the cut off in SCB Medical College in Odisha.
