Sports Quota is not available at All India Counselling and this quota is available in State Counsellings based on the State that you hold the domicile of. You haven't mentioned the State that you hold the domicile of. And NEET 2020 merit list will be prepared once NEET 2020 results have been declared. When you register online for the State Counselling, you have to select Sports quota and then a separate merit list will be prepared for eligible Candidates.

It's very difficult to predict the exact possibilities of admission. It depends on the cut-off. It depends on the lot of factors such as the exam pattern, the number of students appeared, the number of students qualified, the highest score score, whether you belong to any category or not. It varies from state to state and it also differs from state quota seats to all india quota seats.
With 250 marks under sc category the chances of getting admission in government colleges seems less , however you can get admission in private medical or dental or BHMS and bams colleges. You can get admission through management quota seats. This data is based on the basis of last year's cutoff.

In 2019, the NEET general cut offs for OBC Category was 107-133. This year the cut offs are expected to increase. Her marks is quite decent, but since she belongs to general category hence she has fairly moderate chances of getting the college, she can fill the counselling she may get the college.

Yes definitely to prove your home state qouta you need to show the domicile proof.
Therefore you will need the domicile certificate during counselling.
