Category rank is the rank you have obtained in that particular category. The benefit is not of the rank but of the category itself. This mean that you will have a fixed amount of seats reserved for your specific category in the colleges.
The category cutoff will be similar to the All India cutoff, but the category cutoff is linked to the category reserved seats.

It is not exactly possible to calculate rank from marks using some formula or something. You can deduce the rank from marks by analysing the previous years' data for the marks and ranks for those marks.

It is very unlikely to get a govt medical college in Delhi with your rank even in second round as cut offs are extremely high due to high competition. I suggest you to hold on to your seat in NSCBMC or give for second round counselling of AIQ.

So on such rank and category you have good chances of getting some GMCs according to previous year's cut-off. As we go through previous year's cut-off then it shows that last year the closing rank was 14427 for Government Medical College, Bettiah under Home state quota for EWS category.

It is difficult to tell you about the exact cutoff of NEET 2020, because cutoff varies each year due to several reasons, however if we consider previous year cutoff of Odisha state for general category the average comes out around 450 ( by taking average from the cutoff of all the government college). As NEET 2020 is said to be less tough than the previous one, you may expect rise in cutoff.
