A gap year, also called a sabbatical year, is a semester or a full year break that is taken by a student after completing class 12 before joining an undergraduate degree.
A gap year does not affect your eligibility in NEET. However you do have to submit a certificate signes by a gazetted officer to show what have you done during your gap period.
In your case you have a gap of 2 years and hence you'll have to get a gap certificate of 2 years.
You can get the GAP Affidavit made on a non judicial stamp paper stating the reason why you took a gap year. This stamp paper can be bought from courts, sub-registrar offices and notaries.

Yes you can apply for neet. Criteria for applying neet is 10+12 with 50% in physics chemistry and biology. Upper limit of age is removed. You need your 10+12 certificate.

Both of your marksheet are valid and you can use any one of them according to your own will. There is no issue in using any one of them.
Many student do this when they are not satisfied with their boards marks either they go for improvement or they give their 12 boards again with different board and it is ok anyone can do this.
